Ok, these aren't Lego at all, but I'm gonna call 'em Lego anyway. 
It's Shinichi Mechazawa and his little brother Mechazawa-beta from the anime and manga series Cromartie High School. I can't recommend it highly enough! Part of the schtick with Shinichi is that everyone at school knows he's a robot but will never admit it and are too afraid to ask him about it, because he's one of the more respected bad dudes there.
Mechazawa's little brother can only say "mecha-latta" and is a cell phone, it turns out. He just started ringing in one scene and one of the characters picked him up and started talking like it was nothing. He's not a student; he just sort of shows up sometimes.
